I believe that sort of thing is generally referred to as a 'coup'.
The granting of a pardon is an imputation of guilt, and the acceptance a confession of it.

Yes, and I can understand why they are doing it (because they are right, and know what to do), but it's still insubordination to the commander in chief (no caps, on purpose). If it comes to a head, they
can be cashiered for it. I think that that is when the
real coup will occur.
