Usually; that happens through sexual intercourse between men and women.
If a woman or a man had sex with a different specie, there is no penalty.

If a man and woman had a sexual intercourse without any legal bound, like marriage, there is a penalty.
Actually; that is a very irresponsible act against the society, and against the child that might result too.

It's more of a set of penalties.
Just like all secular constitutions contain and use to keep the wheel of society turning.
Hypothetical: You have information I require. You refuse to give me the information. As a penalty, I break your fingers one by one. How is this different from torturing you?

Countervailing hypothetical also for Atlas. You have information that I -don't- require...but you keep on giving it to me. How is this any different from torturing -me-?

I think that everyone, by now, should be thoroughly aware that Atlas only thinks something is stupid or shitty when the Great Satan does it or makes other people do it. It's not like he posts about anything else.
