The concept is pure sexism in the Wahhabi faith; actually there is a Hadith -that is considered quite authentic- to support this mentality:

You should give charity and be diligent in seeking Allah's forgiveness because I have seen (i.e., on the Night of the Ascension to the highest heavens) that dwellers of the Hell are women." A woman amongst them said: "Why is it that the majority of the dwellers of Hell are women?" The Prophet (ﷺ) replied, "You curse frequently and are ungrateful to your husbands. In spite of your lacking in wisdom and failing in religion, you are depriving the wisest of men of their intelligence." Upon this the woman asked: "What is the deficiency in our wisdom and in our religion?" He (ﷺ) replied, "Your lack of wisdom can be well judged from the fact that the evidence of two women is equal to that one man. You do not offer Salat (prayer) for some days and you do not fast (the whole of) Ramadan sometimes, it is a deficiency in religion."

Of course; the irony is that the Quran says:

Sura 3, The Quran:
( 195 )   And their Lord responded to them, "Never will I allow to be lost the work of [any] worker among you, whether male or female; you are of one another. So those who emigrated or were evicted from their homes or were harmed in My cause or fought or were killed - I will surely remove from them their misdeeds, and I will surely admit them to gardens beneath which rivers flow as reward from Allah, and Allah has with Him the best reward."

Despite the Quranic verse; many people in Saudi Arabia choose to follow the Hadith. But it's not the Hadith that taught them to be sexist TBH; the culture is very very sexist, even without religion. The Hadith is just a perfect sexist companion for the already sexist culture.

Politically; the government enforces this perception and use it as a card in its disposal: if people began to revolt, it gives women a right or two; thus, cooling down the anger of a portion of the people. Most sexist crap came from the government's religious institutions in the first place.

Though; many natives began to change when they saw what the west -and other countries- look like. Women can drive and not be whores; obviously. But still, sexism in the place will not go this easily, especially with religious roots carved in the Hadith of the Sunni majority.

The cleric in Saudi Arabia has called to keep the ban against women driving there, after claiming that their “lack of intellect” compared to men meant they should not be in control of a car.

Mr al-Hajari, the head of the Saudi government's religious edict authority in the southern province of Assir, spoke out against "the evils of allowing women to drive" at a lecture.
The cleric, who was quoted in a report by Saudi daily Sabq, said: "It is not their fault, but women lack intellect do they not?
"Would you give a man with half an intellect a driving licence? So how would you give one to a woman when she has half an intellect?
"And if they go out to the market this gets halved again! So they now have a quarter of an intellect."
He added: "Their lack of intellect does not harm their piousness because they are made that way." Women in Saudi Arabia are not allowed pray while they are menstruating.
