Yes, people often behave badly. I wouldn't go so far as to call that hell, though, because whatever pain others cause eventually comes to an end.

The religious hell concept? Pure myth, just a scare tactic.

Yep, but unfortunately the theist stupidly thinks because the atheist/skeptic rejects such myth/superstition, we advocate lawlessness.

Theist morality of behaving is out of fear, not morality. It is Orwellian. It is sad that someone would behave out of fear.

I think better morality is doing the right thing, even when nobody is watching, even when you don't get rewarded.

The concept of Hell, is born out of antiquity, in an age when the mortality rate was far higher, and most humans lived under local and rival tribal kingdoms. Back then humans were expected to tow the local tribal line with blind loyalty. 

Atheists don't value lawlessness, we simply don't attach human behavior, good or bad to Yoda vs Darth Vader.

That's what you call a false dichotomy. Because we don't believe in hell, we must believe in complete anarchy. Granted, heaven and hell isn't about justice. The whole point of christianity is you're avoiding punishment by scapegoating someone else. Most responsible people would be happy to take a just punishment, but they've made hell so bad that no one would want to spend time there even if they believe it's a just way to cleanse themselves of sin. The whole thing is a sham. If we deserve hell, and hell is just, then everyone should go there, temporarily.

I once came across this point of view and it was amazing!

- if you understand someone's reasons for doing anything in their life, then you will feel compelled to forgive them... at least, you will not blame them for whatever happened. You will understand the chain of events that led to that particular outcome.

- if god is truly omniscient, then god understands everyone's reasons for doing anything.

- If he understands, then he cannot blame people for their actions.

- No blame means no punishment.

- No punishment means no need to have ever even created a hell.

--- Hell is a human construct.

The really interesting question becomes: if hell is a human construct, why would god allow us to perpetuate it?
Does god not care about the harm it does to people's minds?
Does he care but is unable to do anything, because "free will"?
Considering a deterministic brain, is free will even a thing?!

If Hell is a human construct, is Heaven one too?... and what about god itself?

Going to have to say yes.  I've come across many humans in my trips around the sun but nary a god.  So if any thing has been constructed of the imaginative sort, it must be the imagining of a human.
