I think most peoples moral compass is dependent on the situation. Some you really care about/act upon (either good or bad) and with others they really just don't mean a whole lot so your reaction is tempered. 

Doubt if anyone is completely neutral. Coma, persistent vegetative state (minimally conscious state), or a first rate lobotomy might qualify.
