I'm not sure what you mean. That's not 90's HTML, most of the features aren't even runnable in IE6.

Perhaps. But considering it's doable in a few lines of modern CSS (using linear gradients), it looks pretty good.

Considering they are doable in some 20 lines of JavaScript each, they look quite good. I don't have much patience for those things.

Because it looks like something that would’ve been hosted on Geocities. You might be writing HTML5, but the design screams late 90s, with a table-based layout.

Matey, the colours are nice but these days 99% of the battle is getting people to your site...
The last thing you want to do is scare them off once there...

Is your house walls that colour? Ask yourself why not?
