It isn't. A roughly equivalent term would be 'class president'. Head boy at Rugby is a pretty big deal, actually. It means that of all those snobby, upper class piles of pus, he was the most pus-ish.
There's also 'head girl', a term which caused me many sleepless nights and wrist sprains when I was at school.

I don't know about Rugby, but going by Oxbridge tradition it could be a flexible position.
At the age of five, Skagra decided emphatically that God did not exist. This revelation tends to make most people in the universe who have it react in one of two ways - with relief or with despair. Only Skagra responded to it by thinking, 'Wait a second. That means there's a situation vacant.'
