It usually isn't a case that we act on a hunch. If there isn't a smoking gun (so much so that a moderator may act unilaterally), evidence has to be gathered and weighed, debated, and voted upon.
Incidentally, LastPoet is absolutely right about this joker never being allowed back. We do have an appeal process, but once someone decides to post using a sockpuppet, an appeal is not going to succeed, regardless of how butthurt this particular snowflake troll is.
