I don't think the garbage truck was racing the train. More likely the truck stalled on the tracks and the driver was occupied with restarting it and didn't notice the train coming until it is too late.

You can hear the loco's horn for miles. They knew they were on a track, there were two people available to watch for trains.

I was watching on the news where it was reported that the crossing gates were down. If that was actually true then it may have been likely that the truck tried to go around the gates to beat the train to avoid getting held up at the tracks. If the gates were down then that would have meant that the train was nearly on top of them and it was estimated that it was traveling at 70 mph. I've seen so many cars try to beat trains that way to avoid getting stuck at a railroad crossing.
