What is a thread rating? (appears to be by perceived importance, maybe participation) Who/what determines the rating and how does the rating get applied?

Edit: Also, what determines and "important thread"?

Pretty sure we determine the rating. There’s a thing at the top of each thread that allows you to rate the thread.
