The Chinese may have less American imports to levie tariffs on, but, thanks in part to American antagonism to to major Chinese investments in the US since about 2005, there are also far more American companies that operate in China, and subject to Chinese regulations, than there are Chinese companies that operate in the US. So when they run out of American Imports to levie tariffs on, they will undoubtedly change domestic regulations or just how they enforce these regulations to drive out American companies operating in China and making it easier for European and Japanese companies to take their places where Chinese domestic firms can’t take up the slack.
They don’t run out of ways to inflict retaliatory pain on American interests just because they run out of American imports to tax.
