That might be something you want to report here. As for basic troubleshooting, you could try using a different browser if one is available. Or log on from a PC.

That makes no sense. The "full" version is the default (and only) version of the forums on a PC (AFAIK). On a mobile device, the format will default to "mobile version."

From a PC, it's a matter of clicking the alerts box and then (in bottom right corner of the box) clicking "delete all alerts."

If you can't delete your alerts, report it to that link I gave you earlier. That is something that any forum user ought to be able to do. And staff might have a quick fix.

The only other thing I can add to this is that my PC gets it's internet access through my phone's Wi-Fi hot spot.

I remember having to mess with the settings between my PC and my phone for a while before I fixed it. Can't remember what I did, though.

If I block cookies, the desktop page comes up but then it won't allow me to log in.

Oh well, I'm going to drop the issue.

Instead of blocking cookies, clear them.

On the phone, I usually get the desktop version of the forum, by simply requesting the desktop version from the browser, without having to click anything at the bottom of the page.

On the PC, if you are getting the mobile version, also clear cookies and refresh the page with a ctrl+f5
