The rules of any individual privately owned and run website, are ALWAYS up to the owners and mods.
The only debate is when it comes to government regulation of speech, and that is when it can get dicey and can only be treated as a case by case basis. But in general offensive speech is protected, where as any speech that promotes violence is not protected speech.
There have been successful lawsuits and arrests of individuals and members of hate groups based on collective marketing leading those in their ranks to act out in violence. Incitement to violence is not protected speech, nor should it be.
