A thought occurred to me earlier. You might simplify the rules even further by presenting a simplified statement of a rule, along with a hotlink and/or a mouseover to a more complete definition of the rule. Actually, taking a quick gander at the job that Shell did, they're probably good as it sits. But you still could provide expanded explanation of them through the mechanisms I suggested.

We’ve had a simplified statement with a link to a more complete rule since I started as staff. Maybe even longer.

The current link is from basically a title to a simplified version of the rules. I was speaking more of a link from the simplified description of the rule to a more extended definition which includes the points which were eliminated in order to make the simplified version. Examples, and / or additional staff comment could be included as well. I know from my time as a moderator that sometimes what seems clear to someone already familiar with the content may not be so to someone not so familiar. Granted, as Tibbs suggested, the greater detail is primarily helpful for staff, but having access to the types of things that staff consider could make avoidance of rule breaking as well as understanding why a specific ruling was made easier for the members.
