Frankly, all this confusion about whether or not Hispanic counts as a race or not showcases how arbitrary the whole fucking concept is. Ultimately, race is a concept that exists only because we as a society decides it means something, usually just a decent enough category to divide people into that you can just do by just looking at them.

On the one hand, Hispanic people exist because Spaniards did the same for most everything south of the Rio Grande (except for Brazil and Antarctica) that the English (and all the other European ethnic groups, to a lesser extent) did for the modern US and most of Canada, so it makes sense to treat them as an ethnicity and not a race.

On the other hand, their descendants interbred more freely with the natives and the slaves than was socially acceptable in America, and, as a result, they look very different from the Northern white people, and, to further the otherness, they have retained their native culture very visibly and, as a result, we have a group of people who look very much like their own race, although, technically, they aren't.

I'd like to think that it's time to just abolish the whole concept, since it has little to no bearing in objective reality and its whole fucking purpose is to divide people into groups (frequently with horrible consequences.) Unfortunately, events like this are a vivid showcase of why that's not going to happen anytime soon.
