This is the reason people are protesting

Cops need to change.
teachings of the Bible are so muddled and self-contradictory that it was possible for Christians to happily burn heretics alive for five long centuries. It was even possible for the most venerated patriarchs of the Church, like St. Augustine and St. Thomas Aquinas, to conclude that heretics should be tortured (Augustine) or killed outright (Aquinas). Martin Luther and John Calvin advocated the wholesale murder of heretics, apostates, Jews, and witches. - Sam Harris, "Letter To A Christian Nation"

It’s more a fact that law enforcement needs proper checks and balances.

Absolutely, but checks and balances for what? What are they doing?
I am the Infantry. I am my country’s strength in war, her deterrent in peace. I am the heart of the fight… wherever, whenever. I carry America’s faith and honor against her enemies. I am the Queen of Battle. I am what my country expects me to be, the best trained Soldier in the world. In the race for victory, I am swift, determined, and courageous, armed with a fierce will to win. Never will I fail my country’s trust. Always I fight on…through the foe, to the objective, to triumph overall. If necessary, I will fight to my death. By my steadfast courage, I have won more than 200 years of freedom. I yield not to weakness, to hunger, to cowardice, to fatigue, to superior odds, For I am mentally tough, physically strong, and morally straight. I forsake not, my country, my mission, my comrades, my sacred duty. I am relentless. I am always there, now and forever. I AM THE INFANTRY! FOLLOW ME!

How, and to whom?

I do, I gather that you do as well. It's a realization that ought to be simple and easy to put into words, as I'm sure it will be between us. The odd thing about it, exemplified by the neverending cascade of threads on this board and others, and also arguments between pundits on the news.....is that it seems alot more difficult for many of us to say than it will be for you or I.
This, too, is a thing that protest movements are highlighting. Not just the presence of this inequity, but our strange inability to name it without hedging and dissimulation. The police are abusive, and they're willing to abuse anyone, but for reasons of practicality and convenience, no one suffers their abuse as much as vulnerable and marginalized communities.
In the end, we'll hang together, or we'll be hung separately. E pluribus unum, and all of that. An offense against any one of us is an offense against us all, and should be treated accordingly. We recently devastated a large swath of the middle east because a handful of randos killed a few people in a big building. We know how to do this, we do it with enthusiasm, and yet...

There’s more culpability now that everyone has a cell phone and can film the actions of these corrupt police. Heck, even with video and photo evidence, we still had those higher up in the police force making up lies to cover for the wrongful actions of policemen. We need honest people in power, not corruption.

Honest people are in power. The honesty of an individual person is not capable of demolishing systemic issues. More often, those systemic issues find cover and hide behind those honest people, propped up as arguments against institutional failure.
Changing the drapes does not fix a cracked foundation, wouldn't you agree?
