As a person who has NOT been indoctrinated into American gun culture, yes, I still find it fundamentally true, but also unnecessary.

Criminals fear getting caught. Giving untrained people (as in people not trained to kill other people) won't result in criminals getting caught, it'll just result in more victims of crime getting killed.

Oh and another way to massively reduce crime, decriminalise and regulate drugs. By criminalising drugs, all authorities are doing is giving the criminals free reign to gouge addicts, leading addicts to crime to feed their habits.
Oh and the second bit, almost definitely written by a white racist.

Felon is a broad term.  Such a sweeping generality limited to a function of fear will fall to counterexamples.

Predicting the behavior of mentally ill people is a fool's errand when that fool isn't a mental health professional.  The Lt. Col. should consult one.

It's not even a top 1000 quote, much less the best ever.
