Yes, for operational security. Cell phones can be geolocated. It's how some of their high-echelon guys got their birthday bake early.

Naturally. ALL messaging systems are vulnerable, to a greater or lesser extent (if they weren't, espionage would be way too easy). It's all about minimizing those vulnerabilities, not eliminating them.
