Lucky they don't get shot more often. An unfortunate consequence of conscripting them in the war against the browns.
The agents should be deported...we can probably rehabilitate the horses, though.

Let's break this down
The border patrol agents were hitting people that's a fact. They were grabbing people and shoving them and striking them with their reins they admit to this. They claim this was in self-defense i don't believe that for a millisecond and i find these images highly disturbing. These are people, not heads of cattle

Hitting people with horse reins as opposed to a purpose-built whip is akin to beating someone with a heavy stick as opposed to a purpose-built people-beating club.

They're going to have to come up with a new verb, I guess. Can't call it whipping anymore. No siree, not that, whatever it is. Imagine how dumb the seething masses who could feign outrage over anything have to be..to pick this one, and build up a head of steam to blow off in predictable order all over media? Yet another slow moving copaganda train wreck observed in real time.
