It is to Biden's advantage not to have his agenda pass, as it will give him something to campaign on in 2024 (assuming that he is still coherent enough to campaign; be thankful for Chuck Grassley's victory), namely, codifying Roe v. Wade as federal law, which Trump (if he is not on his way to jail) would have no choice but to oppose. Assuming that both men campaign, Biden will crush Trump.
