That’s why some people who are not religious still have personal integrity.

Your analogy doesn't work beause apart from countries where you're jailed for being the "wrong" religion, atheists make up a far smaller percentage of the prison population than they do the general population.

Atheists in the US represent approximately 20% of the population yet represent approximately 0.2% of the prison population. That's not a result of being a minority.
