No muslim country is a serious military threat to Europe or North America, you're just bastardazing us here. A muslim country targetting foregin civilians can be regarded as an act of war and may lead to retaliation  (recall what the U.S. did to Afghanistan and Iraq post 9/11, even without clear evidence that the perpetrators were government-backed).

Government-backed assassination of a foreign civilian is a very serious provocation. Fortunately, muslim heads of states aren't stupid enough to do that, or to link themselves to any international criminal organization.
