It seems to me that making people earn the vote would take away from the vote being a true cross-section of the population.

Who gets to decide the requirements? Whoever is in charge of that can lead the vote toward what they want.

Being a legal citizen and having reached a certain age seems to be non-arbitrary enough.

It shouldn't be based on intelligence because the tests are almost certainly too easy. It should be based on wealth and integrity.

I wouldn't mind a civics test -- so long as high-school civics classes are federally mandated with no exceptions.

Another possible source of test material would be the US citizenship test. Based on the sample questions online, and who can’t get three of those right should be barred from voting.

For alot of us, any test would just be an extra barrier to prove we have the right to cast a vote that cannot matter.

Historically in the USA, adding requirements to voting has been done for the purpose of disenfranchising minority voters. Poll taxes, literacy tests, etc. I'm extremely skeptical for that reason.
