I'm guessing they meant Conception Begins at Erection Act but who knows. We're definitely not talking about brain scientists here.

You have male dominated legislatures in Mississippi and all over the country that pass laws that dictate what a woman can and cannot do with her body....I was raised by strong parents that preached equality for all. I guess it will ruffle some feathers if someone tries to control men's bodies in a similar manner to how they are controlling women's bodies. Wonder if there will be an 800 number you can call of you suspect a man of washing himself too much. Seems fair to me now that women are being advised to remove cycle tracker apps from their phones.

I suspect this is about making a political point rather than enacting any practical measure. Outlawing masturbation by using conservative talking points about sex being solely for reproduction appears designed to force a vote rather than actually wanting to outlaw fapping.
