Have them wait in the car until the ambulance shows to render aid to the child and during. Here in Texas, about a half hour or so would make an indelible impression on the 'forgetful' parent. By then, they would probably need assistance themselves.

Punishment is irrelevant because it is not intentional. They don't do it because they want their children to suffer, they do it because they forget. Punishment does not cause human memory to be better. For more, see:

Something like this happened here in Portugal, I remember the judge ruled that the punishment they had was far greater than any he could give.

I have never left a kid in the car in the heat (I have left my daughter in the car in our covered parking spot for a seconds while I run back in the house to get the thing we forgot), but I can see how Jenny's autopilot description, and Min's "I'll just be a moment" line of thought could happen to people. And I don't mean dumb, thoughtless, cruel people, I mean even usually thoughtful intelligent people.
Do you also recall how tired you can be the first 6 months to a year after a baby is born? It's like you become a real shit for brains zombie for a period of time (usually based on how well the kid learns to sleep thorough the night. I know some people who's 6 year old still regularly wake them up in the middle of teh night). Tired plus hat plus in a hurry or on autopilot could easily lead someone to space off their kid for a little bit.
