Planned parenthood is a part of the NHS here in Portugal. Surely they can help women with an abortion if the want to, but most of their work is done by providing exams to women, give them conselling and providing free contraception methods (pills, IUDs , etc). To men they can provide free condoms. Not sure if it covers vasectomies if men want to.

I've had a wee google. It turns out that the black population of the US has grown every year since 1950. If exterminating blacks is their goal, Planned Parenthood seems to be happily inefficient.
