It's the Aqueduct.

You can... sorta.... cross it on foot, but you need permission

It's an aqueduct - a duct to carry aqua, water.
On one side, it picks up water from some spring (or more than one) outside Lisbon and then brings it over to the center of the city.... always going downhill, but never more than required.
