I can't find any sources that say he isn't Tunisian. A few newspapers saying he's Tunisian born with links to terrorists and preachers.

I think you misunderstand.
The police found his fingerprints in the vehicle that was used to kill people, that's according to BBC news anyway.
His papers were found in the vehicle, not his vehicle, the vehicle that was used in the killings, the driver of the vehicle was killed.
If they found his fingerprints and his papers in his own vehicle I don't think he'd be the most wanted in Europe.
