Identify all those who support the attacker or were involved and give each a free rope in their cell after they've given up all information you can get out of them.
Zero tolerance for scum who would do this.

Those poor people, hope the perpetrator(s) are found quickly.  Edit: Suicide bomber? That would mean possibly no one to bring to justice (except maybe if someone ordered that person to do so).

There's a perfect active volcanic island off the coast of NZ that would be ideal as a penal colony. With the bonus that you could replace the prisoners every few months.
