My initial thought is that it's someone who lives in his car. I'd go on about my day as usual.

Well, I would try to make out the gender of the person. If it's a male I would think he either waiting on drug dealer or a prostitute. If it was a female, I would think she waiting a drug dealer or a possible prostitute, with a small percentage of a chance she's waiting on a prostitute.

OP: My guess would be that they are with someone working in the business and they only have one car. The person either has nothing better to do and is willing to wait or for what ever reason it's not feasible for them to go home/someplace else.
Or they are waiting for the most opportune time to kill you and take your car.

Imagine that you are sitting in your car waiting for your girlfriend to get off from the dry cleaners across the street. You've been doing this for a while now, but recently you notice a patron of a nearby business staring at you intently. At first you shrug it off, but then you seem to notice him more often. He just stares at you, shaking his head. Is it one of your girlfriends exes? Is he a serial killer looking for his next victim? As time goes on you seem to spot him more frequently. What's he up to?......
