My initial thought is that it's someone who lives in his car. I'd go on about my day as usual.
"Of course, everyone will claim they respect someone who tries to speak the truth, but in reality, this is a rare quality. Most respect those who speak truths they agree with, and their respect for the speaking only extends as far as their realm of personal agreement. It is less common, almost to the point of becoming a saintly virtue, that someone truly respects and loves the truth seeker, even when their conclusions differ wildly."

Well, I would try to make out the gender of the person. If it's a male I would think he either waiting on drug dealer or a prostitute. If it was a female, I would think she waiting a drug dealer or a possible prostitute, with a small percentage of a chance she's waiting on a prostitute.

Imagine, as you pull into the parking lot, seeing someone sitting in the passenger seat of a vehicle.  The person appears normal.  You go into the business, do your thing, spend an hour or two there, then you leave and still see the person in the passenger seat of the vehicle next to yours.  What is your initial thought/judgment of this person?

Now, fast forward a week.  Imagine that you have visited your favorite place several times and each time you've seen the vehicle in the parking lot that same person is sitting in the passenger seat.  Granted, the vehicle hasn't been there every time you've visited, but just enough to make you think harder.  Now what do you think of this person?

Now, fast forward a month.  You haven't been able to get enough of your favorite place, and you have continued to see the same vehicle with the same passenger quite regularly.  What is going on in your mind?  Are you in any way concerned?  Will you confront this person?

Imagine you walk into a Walmart. As you enter there are benches off to the left. There is an old man sitting on the bench. Nothing special. You show up that evening because you forgot the milk. The old man is not there. Two days later he is sitting there again. This time he smiles and nods at you. Three days later he is there again. He lifts his cane in salute and says "Nice day, isn't it, young man?" Again, sometimes he is there, and sometimes not. The paranoia grips deeper and deeper with each encounter. At one point you confront him " What are you actually up to and what kind of secret agent weaponry do you have in your cane?"

It depends. What is the person doing? Are they an investigator on a stake-out? Are they giving you a death stare? Texting on their cell phone? Listening to the radio? Jacking off while giving you a death stare?

OP: My guess would be that they are with someone working in the business and they only have one car. The person either has nothing better to do and is willing to wait or for what ever reason it's not feasible for them to go home/someplace else.

Or they are waiting for the most opportune time to kill you and take your car.

That's the part where you ask me "WHAT THE HELL ARE YOU DOING HAMMY, IN SOMEBODY ELSE'S CAR?! YOU CAN'T DRIVE! IT CAN'T BE YOUR CAR! Also put that back in your pants dude. Oh you didn't bring your pants with you. Okay but go home okay."

Imagine that you are sitting in your car waiting for your girlfriend to get off from the dry cleaners across the street. You've been doing this for a while now, but recently you notice a patron of a nearby business staring at you intently. At first you shrug it off, but then you seem to notice him more often. He just stares at you, shaking his head. Is it one of your girlfriends exes? Is he a serial killer looking for his next victim? As time goes on you seem to spot him more frequently. What's he up to?......

People jacking off alone in cars should be left alone, lest we encourage them to take public transportation.
