Actually the majority of mothers don't bare their breasts in public when feeding a baby. The baby's mouth fully covers the entire nipple area and there are certain types of clothing that allow for discreetness so unless your staring, hoping to get a nip shot, there's nothing to see.

It's illegal to show one's breasts in public as it is to show one's cock or vagina in public. That's how I view it.
