I honestly think this is a fundamentalist theist trait. Their culture celebrates stupid people who sound smart, and people who were raised in or adopted this culture value charisma over credibility. Perhaps that's how CD-whats-his-face views all people. His or her possibly limited culture makes them assume that their perspective is the default for all people, and that by repeating the same nonsense to others, it will have the same effect that it had on him or her.
