With all due respect, I wouldn’t trust Michael Cohen as far as I could comfortably spit a rat. The locations of your land-based nuclear weapons aren’t exactly a secret.

There a different time schedules for different things.  

The frequency of change is in direct proportion to the sensitivity of the information.and other factors - even those factors can be classified.

It isn't a big deal, and it isn't proof of anything because it is nothing more than guesswork on Cohen's part. The fact that Trump has total disregard for national security is amply proved by many other, better attested incidents and behaviours. Cohen is 'speculating' and 'believes' (according to the article) - he's not reporting on something that actually happened.
