Sounds like Dmitri is crying about poor countries not paying their fair share for the damage they cause to the climate, and arguing that the climate getting warmer is a net benefit out of the other. Of course if it's good that the climate is getting warmer, there's no actual damage to punish. If there's actual damage to punish, it's not good that the climate is getting warmer.

if it's good that the climate is getting warmer, the US shouldn't pay for it. If there's actual damage, poor countries should provide their fair share of funding.

Now all you have to do is decide whether climate change is good or bad, and then you can have a consistent opinion on the matter of funding.
