The latest funding freeze memo was issued by a group working with Russell Vought who doesn't even work for the government.

It never went through the white house channels. It was never formally approved. Stephen Miller was supposed to be informed, but he wasn't.

What part of "lines are being crossed" are you too stupid to understand?
