Something I read.... can't be bothered to dig up a link. I apologise.
But it is extremely unusual for a thread to remain so much on topic that it stalls for that reason... there are hundreds of horror stories around human rights law... dig in people. RE: Human Rights law..

Even if they -did- want to bother, they probably lack the authority to do so. The thread didn't stall so much as it never began Life.
