It's a big hole in the plot, in the first chapter, God kills so many people for being "wicked" but he doesn't really establish the laws until Exodus, he apparently expected people to just figure this shit out.

I imagine that someone took a census, and Yahweh did not like it. Yahweh hates when people take a census. Even when he tells them to take one. Noah was probably the one who took the census. Explaining why he was spared.
