It was only international pressure that forced them to drop the penalty to life in prison.

I see marriage being a loving commitment between two consenting adults, not just procreation.
If the purpose was to breed why allow barren women or impotent men to get married?
Why allow people with injuries or just old to get married? In your world only people that can actually succeed in having children would be able to express their love for each other as they want, making you a monster. And what business is it of yours where people stick their schlong? If you don't like anal sex don't have it
