That's the only explanation. It's pretty bad when the choices are the cop being an idiot, or a liar. They'd rather be seen as stupid than liars.

It's probably not an issue of what they'd rather be seen as. There are alot of cops in the world around which newspapers are dropped who don't open fire (and that seems to be high praise -for a cop- of late). The ones who do are, in all likelihood, legitimately stupid. You just can't assemble as large a demographic as "the cops" without including a hefty number of absolute dimwits (and shitheads, and degenerates, and criminals) by force of brute numbers alone.
The focus shouldn't be (and can't be) on getting "better cops", it should be on making policing as idiot-proof as possible.
