How about a "Member Announcement" area?

There's this area where only forum staff can post.
But what about an official area for members to provide their announcements, whatever those may be.

Perhaps it could be a designated area for members to announce they're taking a break from the forum rather than attempting to search for a thread in some obscure area that would take forever to find.
Perhaps it could be a designated area for members to officially announce birthdays.
