Which is the semantic equivalent of saying that those who don't believe in Jesus will perish and not have eternal life. If God holds out the reward of eternal life to believers, and withholds it from non-believers, that qualifies as a punishment.

But there is a huge difference in whether the punishment is arbitrarily doled out or is it the logical consequence of not "believing in Him". It is clear throughout the Bible that God is Holy and Just and that sin is an barrier to having a relationship with him now or after we die. It is also clear there is a remedy to this condition. Deciding to reject an enduring God while having an enduring soul has enduring consequences.
