No. Vampires aren’t technically alive, so the HIV wouldn’t be able to hijack the cell reproduction process. Furthermore, I doubt that a vampire who swallowed AIDS-infected blood could even become a carrier. Their lower body temperature would make it exceedingly difficult for the virus to survive.

Vampiric cells don’t divide - this is why vampires don’t age (source: Anne Rice). If cells don’t divide, viruses can’t reproduce.

But the chief argument against AIDS-infected vampires is that HIV doesn’t survive room temperature for more than about six days (source on vampiric body temperature: Bram Stoker)
