Early single action revolvers must have the hammer pulled back to fire. Furthermore - it is highly unlikely to fire if pulled to less than half cocked and released- as the spring is not under enough tension to cause the firing pin to hit the primer hard enough for ignition - that is the PURPOSE of the half cock. And if fully cocked only pulling the trigger will release the hammer.
Modern single actions have a transfer bar - and will fire ONLY if the trigger is pulled with the hammer cocked.
FAR MORE LIKELY - is his memory of the event have adapted to relieve himself of the guilt as result of his stupidity. Or he is lying.

For what it’s worth, AD Dave Halls also insists that Baldwin never pulled the trigger.

Make of that what you will. Maybe he’s lying, maybe he and Baldwin have changed their memories to keep themselves sane, maybe he unconsciously pulled it, or maybe the gun was just in that shit of a condition that it developed a hair trigger. We don’t know for sure yet.

He pulled the trigger. It may be a hair trigger - but it still will not " just go off".
The only way to get a single action to fire (without pulling trigger) once the sear engages would be to hit the gun' s hammer with a large hammer - breaking off the sear. If that happened the sear would not engage again - being rather evident.

Wonder how many more times the story will change? It would be an easy thing to confirm or disprove.
Multiple attempts with the gun could be made with a variety of different primed cases. If the half cock is correct, it will catch the dropped hammer before the hammer can be pulled back far enough to have enough energy to ignite the primer.
About the only way I could see it happening is if someone installed a very high rate hammer spring - something very unlikely - as doing so would give the trigger a very heavy pull.
