Rehab tends to indicate some sort of addiction.  Rehab is for detoxing and counseling and other help, as needed.

A 72 hour hold is simply that.  It is NOT rehab.  The 72 hours is so you can be observed, examined, and yes - possibly dried out a bit.  It is also to determine if someone is a danger to themselves or others.  A decision is made as to the need for continued inpatient treatment but that's generally not rehab now, but more back in the day of state mental hospitals.  If a person wants to remain an addict rehab isn't going to work.

Rehab is seldom forced.  And I don't have a clue what you can mean by forced rehab.  Rehab requires cooperation from the patient.

No adult can be forced to get straight by the authorities.  

I have no clue what 'performing rehab' could be.  It sounds a lot like casting a magic spell.

And that temporary order (at least here and in the UK) has to come from a judge, not the cops.

If it truly is the case that a cop can issue a commitment order, turn off the lights and lock the door. The US is proper fucked.

And if the cop doesn't want to bother the judge on a weekend, the schizophrenic off his meds stays with his beleaguered parents another night, despite the claims by neighbors that notes found in their lawns constitute a threat to self and others.

The cop didn't interpret the notes as direct threats, leaving no reason to take into custody the writer and depositor of the notes.  Drove away.

Yeah, a lot of laws that they enforce aren't just.  I can get past that, somewhat, by chalking it up to the price to live in a society with other people whose values aren't always the same as mine.

And that's not even going into the racial differences in how cops treat black people vs white people or the reaction cops have towards violent right wing protests vs peaceful left wing protests.  

Yeah, police are a necessity but they need major reform.

You get what you pay for.  To be a cop, one only needs a high school diploma.  In Iowa, you could get hired immediately without even having to go to the Iowa police academy right away.  One reform that could take place is to do what sheriff departments do and that is to make all police officers deputies; if a sheriff wants to get rid of an officer, all he/she has to do is to not redeputize that person.  Make police chiefs elected officials as local city sheriffs and see what that does.

Your plan would make the whole situation even more of a fuck up than it already is. Rural police in the US are generally worse than urban police, largely because they have absolutely no training.

What the US needs to do is to stop seeing their police as an army of occupation and their criminal code as a means to keep minorities down. Once the police are recivilianised, properly trained and deployed correctly, oversight is made independent and effective and the laws applied equally to all and written for the common good, you'll see a massive improvement in standards.

While it’s obviously true that not all US cops are corrupt, they are all caught in a corrupt system, as evidenced by the results of police departments investigating their own.

It’s hard to be one of the good guys when you’re surrounded by bad guys.
