If JFK was said to have gone around performing miracles, risen from the dead, and saved the world -all the while with no corroboration from the world outside the narrative -I would indeed begin to suspect that JFK was a propaganda piece invented whole cloth UD. If reliable sources indicated that there was an actual JFK then it would be fairly easy for me to sift through the narrative and separate the man from the myth in the most extraordinary examples. In smaller, less fantastic examples the water would still be muddy, as even mundane situations and actions can often represent a greater theme or form a part of a parable in a well constructed narrative. We would have a situation of a mythical JFK or a legendary JFK, but a historical JFK would be tied to very, very few of the claims for the other two JFKs, and to be honest, a narrative that focuses on the mythical or legendary JFK's would be about the worst place to source information for a historical JFK.
Never let the truth get in the way of a good story.
