The best thing that can happen to a muslim is to die on the haji because it's a sure way to get to paradise. Therefore, any attempt to reduce deaths during that time is actually a mean thing to do because it prevents people from going to paradise.

Perhaps their deity is telling them that they are no more than a virus and will die en-masse?

Why would anyone want to do anything? Pilgrims get bonus points on Judgment Day if they die on the haji. Reducing the number who die on the pilgrimage means that some will end up in the Islamic hell instead of kicking back with those virgins.

Maybe this is Allah's way of separating out the True Muslims from the rest.
The more pertinent question being... are the ones who survive the true muslims, or the ones who die?

The ones who die are the true ones. All of the others will have to face Judgment Day and they could get tossed into the Islamic hell, which is a very bad place (according to the Arabian religious fairy tale).

Before the Saudis developed their oil economy the haji was their primary source of foreign income. It's still a very big business. So there's the conflict between the business and the religious doctrine. They are very strict on enforcing the religious doctrine as long as it doesn't cost them money. However, very devout muslims should be hopeful that they will die on the pilgrimage. It's like Christians getting killed for their faith. It's a sure fire way to get to paradise or to heaven. But now maybe just one out of a million believe that, which is why the pope rides in a bullet proof vehicle.
