My point was more that he might think that a foreign power could covincingly make foreign ballots which would then be counted, despite not being issued to a valid voter. I'm guessing he's still compos mentis enough to that it'd be a crime, though I wouldn't bet on it.

I think that you overestimate the establishments willingness to damage the establishment. The whole reason that flynn is having these charges dismissed is so that the office of the presidency is not burdened by the damage of granting a pardon to a traitor.
Whatever they ended up finding him guilty of, if they were allowed to find him guilty of anything, would be the first line in some new prosecution against the president of the united states of america. The injury to the office would persist into (or happen on the watch of) a democratic president, and the democratic establishment is no more willing to surrender the power and privilege that the office has accrued than the next republican in line. He was always going to walk. His lies expose their lies, and our weakness.
