Right. We've clarified the rules since then, and all staff are on board and understand how it's meant to be utilized, so yes, the simple fact is that it is always the case now.
If that is presently the case, then the moderator comment in the edited opening post is wrong. It says:
"Please read the rules. No posting of outside links until you've been a member for thirty days and contributed thirty posts."
