I would give everyone a planet where they would live by themselves but they would know that everyone is on his own planet by himself and they would never be able to communicate with each other. That way each person could rule himself exactly as he wants to. If he wanted to lie, cheat, steal, pillage he would have to do it to himself by himself. He would be the richest or the poorest person on his own world.
